Substance Abuse on the Rise
The misuse of alcohol and narcotics that is sometimes referred to as substance abuse has a long history. The Book of Genesis records the earliest incidence of drunkenness when Noah overindulged in wine after his rescue from the Flood. The abuse of narcotics appears to be of more recent date, but by the early 1800’s it was already a well-established problem.
